Scholarship Choir Application
and Scholarship Directors Application
A. Purpose
The purpose of the Endowment is to honor
Elizabeth Bradford by creating and maintaining a permanent endowment
to generate income for the Bradford Scholarship Fund.
B. Designation
of the Endowment
This fund shall be called the Elizabeth
Bradford Endowment. It shall be maintained by the AGEHR, Area
I, Inc. Treasurer as a separate account item, showing the principal,
disbursements, deposits, and accrued interest on all financial statements.
C. Maintenance
of the Endowment
The principal of the Endowment shall
come from:

Donations to AGEHR, Area I,
Inc. designated for Elizabeth Bradford Endowment unless the donor
specifies that the contribution is for current scholarship needs.

Offerings received at Area I Festival/Conference worship services,
public concerts, and other fund-raisers.
D. Restrictions
-
The principal of the Endowment
may not be increased from the General Fund of AGEHR, Area I, Inc.
except by vote of the AGEHR, Area I, Inc. Board of Directors.

The principal of the Endowment may not be disbursed except in the
case of fiscal emergency as determined by vote of the AGEHR, Area I, Inc.
Board of Directors.
E. Management
of the Endowment
The Endowment shall be managed by the
AGEHR, Area I, Inc. Treasurer on behalf of and with the oversight
of the AGEHR, Area I, Inc. Board of Directors

Bradford Scholarship Fund

A. Purpose
The
purpose of the Bradford Scholarship Fund is to honor Elizabeth Bradford
by providing financial assistance in the form of partial scholarships
to
-
Area I Handbell Choir Directors attending
their first AGEHR National educational event.
-
Area I Handbell Choirs attending
their first Area I Festival/Conference.
-
A choir will be defined as a performing
group of 7 or more ringers.
-
Preference will be shown to those
choirs having at least 75% of their members planning attend the
Festival/Conference.
-
Prior attendance by a director
or single member of a choir will not preclude eligibility for
this scholarship.
B. The Scholarship Committee
-
The Chair of the AGEHR, Area I,
Inc. Board shall appoint one Board member to serve as Chair of
the Scholarship Committee.

The Chair of the Scholarship Committee
shall appoint two Area I members, who shall remain anonymous
to the membership, as additional committee members.

Only the Chair of the Scholarship
Committee shall be known to the general membership.
C.
Duties of the Scholarship Committee
- The Chair of the Scholarship Committee
shall announce the availability, purpose, and application procedure
for scholarships in the fall issue of the Fundamental Tone.
- The Chair shall review all applications
for completeness and acknowledge the receipt of all applications
requesting additional submission(s) as necessary to fulfill the
application process.
- Questions regarding application
of the rules regarding timeliness and/or eligibility of applications
may at the discretion of the Scholarship Chair be submitted to
the Scholarship Committee or the AGEHR, Area I, Inc. Board of Directors
for a determination.An unintentional misapplication of the rules
of timeliness or eligibility by any party shall not create precedent;
nor shall such misapplication become grounds for any appeal except
in the event that said misapplication results in a detrimental
ruling toward the particular applicant involved.
- The Chair of the Scholarship Committee
shall distribute copies of all timely and eligible applications
to the Scholarship Committee members in such manner as to protect
their anonymity to the general membership.
- The Scholarship Committee shall
determine scholarship awards based upon the merits of the applications.The
Chair of the Scholarship Committee may facilitate the award process
by offering an initial proposal for the purpose of starting discussion.
- The Chair of the Scholarship Committee
shall notify the AGEHR, Area I, Inc. Board of all decisions of
the Scholarship Committee.
- The Chair of the Scholarship Committee
shall notify each applicant of the consideration and final status
of their application and any award made to the applicant.
- The Chair of the Scholarship
Committee shall work with the AGEHR, Area I, Inc. Treasurer to
determine an award distribution method which will provide reasonable
assurance that the award will be used for its intended purpose.
D. Application
- The deadline for the Director Scholarship is two months prior to the Early Bird registration deadline for the event.
- All applicants shall be notified
of the Scholarship Committee’s decisions within 30 days after
the application deadline.

The Scholarship Committee is at liberty to devise or alter the application
form or procedure.

The Scholarship Committee may, at its discretion, allocate all or
none of the available funds in a given year.

The Scholarship Committee may, at its discretion, divide the available
funds among the applicants.

The Scholarship Committee may, at its discretion, offer the scholarships
again in the winter issue of the Fundamental Tone if no applications
have been received by the January 31 deadline.

The foregoing shall not restrict in any manner the right of the AGEHR,
Area I, Inc. Board of Directors to alter the application process,
extend the application deadline or change in any way deemed appropriate
by action of the Board the procedures of the Scholarship Committee.
E. Eligibility
All members of AGEHR, Area I, Inc.
are eligible except for members of the Scholarship Committee.
F. Income
Income for the Bradford Scholarship
Fund shall come from, but not be limited to, the following sources:

All interest from the Elizabeth Bradford Endowment. Interest
shall be transferred into the Bradford Scholarship Fund on a monthly
or quarterly basis as appropriate; however, all interest accrued
in any given fiscal year shall be transferred so as to be available
for scholarships in the immediately following fiscal year.

Donations to AGEHR, Area I, Inc. specifically designated for the
Bradford Scholarship Fund or donations to AGEHR, Area I, Inc. specifically
designated for current scholarship needs.

Transfers from the General Fund authorized by a majority of the voting
members present at any duly warned meeting of the AGEHR, Area I,
Inc. Board of Directors.
G. Disbursements
-
Disbursements from the Bradford Scholarship
Fund shall be for the sole purpose of awarding scholarships as defined
by these guidelines. Any expenses of the Scholarship Committee
shall be paid from the general fund of AGEHR, Area I, Inc.

Disbursements for scholarship awards in any given fiscal year shall
be limited to the “amount available for scholarships” at
the close of the immediately preceding fiscal year.

The “amount available for scholarships” at the close
of the immediately preceding fiscal year shall be the balance in
the Bradford Scholarship Fund account at the close of said fiscal
year except that the “amount available for scholarships” shall
include any interest accrued by the Elizabeth Bradford Endowment
during the fiscal year which has yet to be transferred as of the
close of the fiscal year. The “amount available for scholarships” shall
not include any minimum balance required to maintain the Bradford
Scholarship Fund account.
